Minority Rights Group Europe 

Reports to: Managing Director, Minority Rights Group Europe

Fee : 111,004 huf per month – (1 day a week)

Deadline: 22nd June, 12 noon, CET

Location: Budapest – Hungary, the applicant will be expected to attend MRGEs office in Budapest, for at least 0.5 days, per week. Otherwise tasks and duties can be undertaken, working remotely and from home.

The consultancy will be for on average (7 hours ) a week, until December 2018 ,including the possibility for extension depending on future programmes and fundraising possibilities.

A: Purpose of the Consultancy

The purpose of this post is to help Minority Rights Group (MRG*) achieve its aims and objectives through the implementation of its current programmes in Hungary. Primarily this will be supporting the programme coordinator of MRG’s new 3-year programme “Media, Minorities and Migration” (http://minorityrights.org/what-we-do/europe-minorities-migration-media/  )which will focus on capacity building of Journalists and Media Officers in Bulgaria, Hungary, Poland and Slovakia to report more effectively on minority issues related to international development and migration. As Media and Communications consultant, the post holder will be expected to develop and oversee the delivery of the project’s activities, within Hungary.

Activities will include: Recruitment of students for Hungary for an online training course for journalists and journalism students, organising student internships within Hungarian media outlets, organising a national high level roundtables for Hungarian editors.

In addition to supporting implementation of  the above programme, the post holder will also be responsible for developing and implementing MRG’s overall communications and outreach strategy for Hungary. This will include undertaking media outreach for both MRG’s Europe programmes, and also supporting our programmes in Africa, Asia and the Middle East, to more effectively target Hungarian media.

* MRG comprises 3 separate organisations: Minority Rights Group Africa (Uganda), Minority Rights Group Europe (Hungary) and Minority Rights International (United Kingdom), who work in close cooperation and partnership.

B: Main duties and responsibilities

1. Programme Implementation and Activities i) Responsible for delivery of funded work within the ‘Reporting Effectively on Minorities, Migration and Development” programme including, within Hungary:

  • Promotion and advertisement of an 8 week online course amongst Journalists, Journalism students and NGO Media Officers, to be run in Sep-Oct 2018. Responsibilities will include liaising with Univeristies, Media Outlets and NGOs to encourage participation in the course, developing mailing lists for applications, recruitment and selection of students.
  • Coordination of a high-level national roundtables for editors in Hungary in 2018. Possible ad hoc seminars and other advocacy missions.
  • Organising at least 5 internships for students of the online course with Media outlets in Hungary. Agreeing code of conduct and workplan with Media outlets and monitoring internships with students, in 2018.
  • Supporting partners and programme beneficiaries if they are threatened as a result of their cooperation with the programme, adapting the project security plan for Hungary.
  • Builds and maintains networks regionally with journalists, media outlets, NGOs and other stakeholders working in fields relevant to the programme in Hungary.
  • Collects and reviews project data, monitors and evaluates the outcomes and impacts of the programme in Hungary.
  • Supports the Programme Coordinator with ad hoc tasks.

2. Communications, Media and Outreach

  • Supports MRG’s Programme Coordinators in the Europe and Central Asia region to develop and implement effective Communication and Outreach strategies for their programmes, within Hungary
  • Supports and contributes towards the development and delivery of MRG’s Communications Strategy, including the development of new i media programmes.

3. Confidential information

  • Responsible for maintaining confidentiality as the consultant will be entitled to a very high level of access to confidential information pertaining to MRG’s strategies, detailed financial information, and also access to sensitive external information which may impact on MRG’s activities.

C: Degree of supervision

The consultant will be expected to report to the Head of Europe and Central Asia Programmes any variation from agreed plans and schedules, and to report regularly on the programme and projects’ progress.

D. Working conditions

The job holder will be based in the MRG Europe Office in Budapest, Hungary. The job will require infrequent travel, essential to the implementation of the programme’s activities; this will be mainly in Budapest and occasionally to other regions of Hungary. Tasks and duties maybe completed remotely, but the post holder, will be required to attend at least 0.5 days a week, at the MRG office in Budapest, for purposes of coordination.

Person Specification

Essential Experience and qualities

  1. At least 1 years experience as either a journalist or a media officer or similar post with a particular focus and successful track record in achieving multimedia (print, broadcast or online) coverage in Hungarian media.
  2. Organising seminars, conferences and meetings with the aim of influencing decision makers, journalists and influential media (including influencing senior personnel in organisations).
  3. Excellent interpersonal skills and a proven ability to network and nurture contacts in the media field.
  4. A proven track record in drafting press releases, articles, briefings and other media formats, coverings issues related to human rights, migration or international development.
  5. Excellent communication, writing skills, in English and Hungarian. (the postholder, will be expected to translate English press releases into Hungarian)
  6. Ability to prioritize work and meet deadlines.
  7. Ability to work in a team but also use own initiative.
  8. Ability to to stay calm under pressure and to assess and absorb information quickly.
  9. Ability to maintain confidentiality and ability to gain the confidence of members of minority communities and public officials.
  10. Ability to work in multicultural teams
  11. Knowledge of gender issues and willingness and ability to mainstream in all work.

Desirable

  • Experience of working with, or on issues related to, asylum seekers/refugees, migrants, minority or indigenous communities in Europe and Central Asia
  • Experience in research and writing for publications on human rights and or/international development issues.
  • A good knowledge of important Hungarian media institutions, including national media outlets, university media faculties and civil society media programs
  • Experience of working within complex security settings, including working with journalists and NGOs in countries where they maybe at risk for their activities.
  • Experience in drafting press releases and media communications related to human rights and/or international development.
