About HAND
HAND is an umbrella association of 13 Hungarian civil society organisations, engaged in international development, humanitarian aid and global citizenship education. HAND and its member organizations have worked together from 2003 in order to achieve that international development cooperation and humanitarian assistance become more effective, recognized and visible. Our goal is that both Hungarian decision makers and citizens take responsibility for preventing and solving global problems.
KEY RESPONSIBILITIES
Reporting to the Executive Director (ED), the job holder is a member of HAND management team. This position is composed of two roles:
- Project coordinator (50%)
- Junior policy officer (50%)
HAND intends to have either one person working full time OR two persons working in part-time in the two positions.
Main tasks will be related to the project linked to the upcoming trio of the EU-Presidency, co-financed by the EU. More information:

- Project coordinator
Working closely with the Executive Director to coordinate all aspects of the implementation of HAND’s Presidency project:
- Manage, coordinate, and ensure the project’s implementation in a timely manner, backstopping its financial, administrative, and technical aspects.
- Ensure project progress is monitored and assessed, increase effectiveness, and take appropriate action accordingly.
- Manage and supervise the work of staff members assigned to the project and ensure that the different components are well synchronized and coordinated.
- Prepare progress and other reports
- Manage existing partnerships and help identify new allies.
- Represent HAND at relevant workshops and meetings related to the project.
- Help organise and implement events.
- Ensure full and regular visibility of project activities.
- Perform additional tasks as required by the ED.
ESSENTAIL EXPERIENCE
- 3-5 years’ experience in managing the implementation of complex programmes, including project management within the Hungarian NGO sector.
- Solid experience in project cycle management, including proposal writing, budget management and donor reporting.
- Experience in organizing multi-stakeholders and international events.
- Experience in working with multinational environment.
ESSENTIAL SKILLS AND ATTRIBUTES
- Excellent Hungarian and English language skills, both written and spoken.
- Excellent organisational and planning skills, a good eye for accuracy and detail and potential implementation challenges.
- Ability to deal with competing demands, multiple priorities, time constraints and unanticipated events.
- Proven ability to work independently.
- Team player spirit; understanding of collaborative work with coalitions or partnerships.
- Excellent communication, networking and interpersonal skills.
- Knowledge of IT tools and services: MS-Office, Google workspace, online meeting apps (Zoom etc), Miro and others.
- Willingness to work flexibly, occasionally outside of the normal working hours, in the evenings or during the weekend and regularly travel internationally, as necessary.
DESIRABLE
- Degree-level qualification in a relevant area
- Experience in communication and campaign activities.
- Experience in writing, editing and revision of expert inputs, papers, studies, press releases etc.
- Knowledge of French and/or Spanish language are an advantage.
- Junior Policy Officer
Working closely with the Senior Policy Officer and the Executive Director to support all aspects of the delivery of HAND’s advocacy strategy:
- Monitor, identify and track opportunities for external advocacy engagement at national and EU level and support the design and implementation of advocacy activities and the HAND Presidency project.
- Monitor key developments of national and EU accountability mechanisms, and work closely with the Senior Policy Officer to engage strategically with such opportunities.
- Help organise and implement events.
- Conduct background research and draft advocacy content.
- Represent HAND at key advocacy forums, and relay advocacy messages.
- Participate and represent HAND’s positions in the work of international networks, of which HAND is a member (e.g CONCORD Europe, Forus, GCAP).
- In close cooperation with the Communication Officer, contribute to communication activities.
- Manage partnerships and help identify new allies.
- Certain amount of administrative support work will be required as well.
- Perform additional tasks as required by the Senior Policy Officer and the ED.
ESSENTAIL EXPERIENCE
- At least 3 years of professional experience in a similar level role in the not-for-profit sector, an international/intergovernmental organisation, a social movement, research centre etc.
- Knowledge and experience of supporting and/or undertaking advocacy and activism work, and a willingness and openness to developing skills in this area.
- Experience in writing, editing and revision of expert inputs, papers, press releases etc.
- Experience in organizing multi-stakeholders events.
ESSENTIAL SKILLS AND ATTRIBUTES
- Excellent Hungarian and English language skills (both written and spoken).
- A strong understanding of advocacy and campaigning for policy change and strong ability to develop and deliver advocacy strategies.
- Strategic thinker, capable of identifying strategic advocacy moments and opportunities.
- Strong policy analysis and research skills, ability to interpret and synthesise data and evidence from different sources.
- Ability to deal with competing demands, multiple priorities, time constraints and unanticipated events.
- Proven ability to work independently.
- Team player spirit; understanding of collaborative work with coalitions or partnerships.
- Excellent communication, networking and interpersonal skills.

DESIRABLE
- Degree-level qualification in a relevant area such as public policy, development studies, international relations, sociology, communications, human rights or gender issues or proven experience in a related field.
- Knowledge of international development issues, development actors and institutions, national and EU level structures and processes.
- Experience in communication and campaign activities.
- Knowledge of French and/or Spanish language are an advantage.
Working conditions
The job holder will be based in the HAND’s Office in Budapest, Hungary. The post will be full time 5 days (40 hours) a week, or part time: min. 20 hours a week/role.
With an initial 2 months probationary period, a 18 months definite employment contract (under Hungarian labor law) is foreseen. There is a high chance of extending the contract, depending on the future availability of funds.
A hybrid arrangement of working from home and from the office is foreseen.
The work might involve some travel, essential to the implementation of HAND’s activities; it is not expected to be more than 5-10 days per year cumulatively. You should have, or be able to obtain permission to live and work in Hungary.
Salary: competitive salary within Hungarian NGO sector, depending on experience
